Add Submission Verification using Solver

Right now, solver only can vote for dispute. On the other hand, employer in some case need a verification system for every submission that sent by worker. So worker submission need to be verified to be able to received by employer.
Employer need to pay additional fee for the verification process.
This feature hopefully can help employer
